I confess I find it really hard to get my head round this. It seem to go without comment, but what specifically is White actually gaining (or preventing) by playing this rather than another move?

Is black suffering in the d3, Bxc6 anti-Berlin?
I really feel that black is suffering in the d3 Berlin if White takes on c6.
