1.d4 d5 2.c3 move order in london system
Why isn't the move order 1.d4 d5 2.c3 c5 3.dxc5 used in the london system? This would seem to discourage an early c5 and force black to start with something like Nf6.

London System Question
1.d4 d5 2.Bf4 Nf6 3.e3 e6 4.Nf3 c5 5.c3 Nc6 6.Nbd2 Be7 now Prie recommends 7.h4 and gives it a "!" but how should White respond to 7...Bd6! I can't find any mention of this move.
