1.d4 d5 2.c4 e6 3.Nc3 c6 4.Nf3 dxc4 is the Noteboom Defense. One of Black's points is to postpone the development of the King's Knight a bit.
  
The book had the effect good books usually have: it made the stupids more stupid, the intelligent more intelligent and the other thousands of readers remained unchanged.

How does that avoid the Moscow variation?
1.d4 d5 2.c4 c6 3. Nc3 e6 4. Nf3 ...
and now ...Nf6 5.Bg5 is the Moscow variation
... Nd7 5. e4 is just bad for black
and anything else does not transpose into the Meran.

If the Moscow or the Botwinnik Variation really is a problem, you can try to transpose via the Noteboom: 1.d4 d5 2.c4 c6 (or e6 which avoids the Exchange Variation) 3.Nf3 (or 3.Nc3) e6 4.e3 Nf6.

Moscow Variation

I've been playing the Maeran Semi-Slav for a while now and I would be loathe to give it up but I'm having trouble against a line in the the Moscow variation.
After 1. d4 d5 2. c4 c6 3.Nc3 Nf6 4.Nf3 e6 5.Bg5 h6 6.Bh4 xc4
the line 7.e4 g5 8.Bg3 b5 9.a4 Bb4 is dangerous for black but there is plenty of opportunity to undermine the white center in a doubleedged game.
However after 7.a4 Bb5 8.e3 I find black to have very little play, while white just solidifies his position and then either gets a strong kingside attack or undermines the black queenside.
