Accelerated Dragon Main Line with 12.Bd3

Sorry if there is already a thread on this, but I'm a newcomer to the Dragon threads. I recently chose to make my debut in the Accelerated Dragon as an attempt at preperation for Richard S Jones, who had been targeted somewhat in this line by opponents in the recent Calvia olympiad. I learnt the standard main lines pretty well I thought, but didn't pay too much attention to 12.Bd3, and was surprised when he pulled it out.

Just for those who are unsure, the position I'm discussing arises after 1.e4 c5 2.Nf3 Nc6 3.d4 cxd4 4.Nxd4 g6 5.c4 Bg7 6.Be3 Nf6 7.Nc3 O-O 8.Be2 d6 9.O-O Bd7 10.Qd2 Nxd4 11.Bxd4 Bc6 12.Bd3

I continued here in typical Accelerated fashion with 12...a5 13.Rae1 (I thought 13.Rfe1 was the main move here, but I suppose that doesn't matter too much) Nd7?! 14.Bxg7 Kxg7 15.Re3 [subtelty isn't always the best policy] h5 [perhaps ...h6 is a better try, but I was worried about 16.Rh3 and molestation on the h-file] 16.Be2 Rh8 [Else Bxh5 is looming large] 17.Qd4+ f6 18.Nd5 e5 19.Qd2 Bxd5 20.Qxd5 Nc5 [I was proud of myself for having calculated all this and thinking my position was fine, but I suppose I should have been a little more wary of someone who was barely off being awarded the IM title outright at the last olympiad, and managed the FM title and an IM norm with rounds to spare] 21.Rd1 Ra6 22.a3 a4 [I thought I'd stemmed white's play here, but alas...] 23.Bxh5!! Rxh5 24.Qxc5!! [I'll be damned if I'd seen any of this coming...] Qb6?? [Nooooo... the queen exchange was a necessity, though it's unlikely black can grovel this endgame due to his uncoordinated rooks and ragged pawns] 25.Qc8 Qxb2 [Hell, why not?] 26.Qd7+ Kh6 27.Qd8! 1-0

So, back to the drawing board. I came home in a foul mood, and looked on the chessbase online database to find that 12.Bd3 + 13.Rae1, so badly neglected by the chessbase CD on this opening, scores incredibly well (from memory, 65% at least), and further, there seems to be no standard way of meeting the simple plan of Re3-h3 and black getting mated like a bunny.

So, can anyone help me out here as to what black is meant to do in this position? Since the usual ...a5, exchange dark bishops and plant your knight on c5/d4 plan seems sadly inadequate.
