There's nothing really wrong with 8..Be6, it's an alternative line for those a little tired of 8..c6.
There's not much information available on it but (as always for the Petroff), Jussupov's book is a good source.

What's wrong with this reply against the Petroff?:

1.e4 e5 2.Nf3 Nf6 3. Nxe5 d6 4. Nf3 Nxe4 5.d4 d5 6. Bd3 Bd6 7. 0-0 0-0 8. c4 Be6!? The normal move is 8. - c6, but what is wrong with 8. - Be6...?
