This looks like an impossible question to me. If the pawn stays on c2 Black hardly ever plays a pure IZ setup. After 1.d4 f5 2.Nf3 Nf6 3.Bg5 Black can try the disrupting Ne4. 1.d4 e6 2.Nf3 f5 3.Bg5 Be7 and White has nothing.
Finally 1.d4 e6 2.Nf3 f5 3.c3 Nf6 4.Bg5 b6 has done well for Black.
But I also found a game Jannsen-Lauber, GER 1993: 1.d4 e6 2.Nf3 f5 3.Bf4 Nf6 4.e3 Be7 5.h3 d6 6.c3 Nc6 7.Qc2 o-o 8.Bd3 Qe8 9.Nbd2 Bd8 10.Bh2 and White has prevented e6-e5. Black can change plans with 6...o-o 7.Nbd2 b6 (I have also tried to make Qe8 work, but I think this is better) 8.Bd3 Bb7 9.Qc2 (9.Qe2 c5 or 9.Qb3 Nd5) c5 10.o-o-o cxd4 11.exd4 Nd5 12.Bh2 Nc6 13.Kb1 (13.g4? Ncb4!) a6 14.Rdg1 b5 14.g4 Rc8 and Black has his share of play.
Someone else may find out, how this works against the Leningrad.
These are just sample lines. My opinion is as always: you can play what you want, if you accept that Black has his share of play. If you strive for an opening advantage, your choice is narrow.

Does anyone have any ideas on a plan for white against Ilyin-Zhenevsky dutch where white castles queen-side, then attacks black king using black's f5- pawn to open files on the kingside.
I think the main idea would be to play h3 followed by g4. Rooks go on h1 and g1, bishops white on d3  and dark on f4(g5), possibly exchange for the knight f6. The c-pawn might stay on c2 or advance to c3 only. One knight on d2, another on f3, queen c2 or e2 (maybe in some situations b3). This plan might also work against the Leningrad system.  Any suggestions why this would be good or bad? Any reasonable plans of counterplay for black?
