Note, that Ivantsjuk chosed to play the Jugoslav Attack against the Accelerated Dragon. He apparently did not mind 9...a5 10.a4 d5. Interesting.

I'm not really sure what Felgaer was thinking either.  I think possibly he had misanalyzed something in his preparation.  Had 16...Nh7 been played before?  Dearing doesn't mention this move.   I wasn't aware that 10...Rc8 had a dubious reputation in that position (as long as Black follows up with ...h5 as he did in the game).  Instead of 15...Ng4 I also wonder if Black couldn't successfully play 15...Qc8 as is often done in the 14.g4 hxg4 15.f4 Nc4 16.Qe2 variation.  Is there a reason why ...Qc8 is bad here?  I'd already wondered if ...Qc8 might be a satisfactory reply to 14.g4 hxg4 15.f4 Nc4 16.Qd3 where 16...b5 is the normal reply.  After writing the above I went backed and checked for ...Qc8 games.  It turns out that ...Qc8 has been played in every variation I mentioned.  Perhaps all will turn out to be viable.

Felgaer probably knows that 10...Rc8 doesn't have a great reputation and probably didn't trust Dearing's analysis (if he was familiar with it).  Which brings up the obvious question, what on earth was Felgaer thinking?

Why would he play a line that any player over 1700 can tell him is not ideal, and play it against a player of the caliber of Ivanchuk. 

Can anyone see what Black was playing for in this position?

According to Dearing's "Play the Sicilian Dragon" Black should prefer 15...Ng4!? to 15...b5.  He goes on to show (barring any White improvements of course) the most White can hope for is a draw by perpetual check.
