Our Dear Leader will organize a chess submit match between the leaders in Tripoli and Benghazi and after than peace and tranquility will reign in Libya.

The Khaddafi visit is probably something Kirsan has been encouraged to do as part of the silent diplomacy to convince him to step down or least have a kind of communication channel open.

Even if Kirsan would've liked to visit his old dictator buddy it's certainly not risk-free to do it at the moment, neither in the political sense nor in the 'bombs falling from the sky' sense. Unless the visit was sanctioned and assurances of 'we won't be bombing while you're there' were made.
