Maybe this is the type of game discouraging for Dragon players, white does'nt take too much risk and has better chances. In the move order of the game i agree with you he could have tried 13.Bh6 BxB 14.QxB Rxc3 15.bxR a5 with conterplay for the exchange but in the move order 13.h4 h5 14.Bh6 Nc4 (maybe Qa5 is the better chance for Black for exemple 15.BxB KxB 16.Rhe1 Nc4 17.BxN RxN equal or slightly better for white ?) 15.BxN RxB 16.BxB KxB 17.Nd5 +=
