Indeed! 1 d4 d5 2 Nf3 Nf6 3 e3 c6 4 Bd3 Nbd7 5 b3 can hardly be a bad move. Even pure-Colle (i.e. c3, Nbd2 set-up) players have to be flexible at times. Likewise they may also meet your move order with 4 c4 and a Slav.

Shouldn't Black play 3...Bf5 4.Bd3 Bg6 instead?

Keano is right...however it is not too late for White to come back to his senses after 4.Bd3 yet :

4...Nbd7 5.c4! likely to transpose into a Semi-Slav Meran or 5.b3!? Qc7?! 6.Bb2

4...Bg4 my favourite 5.c4!
(5.h3 Bh5 6.Nbd2 and it is already too late 6...Nbd7 7.c4 e5! refering to a Sadler's game commented in the section)
5...e6 6.Nbd2 with the idea b3, Bb2, Qc2 or 6.Qb3 Qb6 7.Ne5 Bh5 8.c5 Qc7 9.Nc3 Nbd7 10.f4.

There are only two independant 'Anti-Colle' lines after 1.d4 d5 2.Nf3 Nf6 3.e3 where Black intends to follow up with e6(e5) and c5 :

3...Bf5 but 4.Bd3!? Bxd3 5.cxd3 intending Nc3,e4

and mainly 3...Bg4 to which I dedicated an update in December 2003 but 4.h3! ( 4.c4 e6 5.Qb3 Qc8 6.Ne5 Bf5) 6.forcing 4...Bxf3 (4...Bh5? 5.g4 Bg6 6.Ne5) 5.Qxf3 e6 6.c4 c5 7.cxd5 exd5 8.dxc5 Bxc5 9.Bb5+ Nc6 10.0-0 0-0 11.Bxc6 bxc6 12.Nc3 Re8 13.b3 Bd6 with good dynamism for Black to compensate the defective pawn structure.

Nothing except 4.Bd3 is wrong - after 4.c4! you must defend the Slav positions from the Topalov-Kramnik match

Am I mistaken that a very simple anti-Colle is the Closed Catalan Reversed?  Black eschews ...e6 and plays ...c5, ...g6, ...Bg7, ...Nd7, ...0-0, and ...Qc7.  The only problem I've ever had with this idea is that it's very hard to find winning chances when both sides get in the double push of the e-pawn.

Nothing wrong, and in general the freeing move e5 is good for black.

But white can usually play Ne5 and f4 instead of allowing black's e5. I often play Colle-Zuckertort (b3-Bb2), and feel I have ample support for my centre and latent attacking chances. There is also the c4 option.

Sometimes black can force white's hand by c5, a6, b5 and the threat of c4.

In general, I find these two set-ups the most annoying as a Colle player (potential opponents, please look away):
1) Black plays d5, Nf6, Bf5
2) Black plays d5, Nf6, g6, Bg7 etc

Btw, I enjoyed Kramnik's last round game in Corus, where he plays both c4 and Ne5/f4 and (finally!) attacks
