I think you are correct, but I thought Ng4 is seen most often, and may be a bit better for black for the reason you stated -- it holds the tension in the center.  In db analysis, Re8 has a slightly higher performance rating than does Ng4, but the disparity between strength and performance seems to indicate a slight edge in favor of Ng4.   Both have lower Perf Ratings than Strength Ratings but the gap is smaller for Ng4.

As white I find Ng4 to be trickier to play against.
  
I know I've made some very poor decisions recently, but I can give you my complete assurance that my work will be back to normal. I've still got the greatest enthusiasm and confidence in the mission.

It's in there, but it only makes a cameo appearance!

His "repertoire" move against it is Na6.  It's in Chapter 6, and the note for it is on page 93.  He has it listed as White playing Be3 on move 7, Black replies with Na6 and then White transposes to the line you've given with 8.0-0 (without the Nc6!).

IF, you've already played Nc6 after white castles, and then white elects to play Be3 instead of d5, I believe this is not the Gligoric system "proper" and hitting the B with Ng4 is correct, after which exhanging on d4 is probably very playable for black, and potentially annoying for white.
