As I hardly looked at this 14...Nh5 line after writing a book, my opinion was not changed. 15.Ne3 is maybe good, maybe not, but it is not necessary to sacrifice a pawn if White is doing really well after other moves.
UPD. 15.g4 is also mentioned in the book.

15.Bb2 is a natural and better move, but I must admit that it is not entirely clear to me why 14..Nh5  is "clearly insufficient".
I`d rather say that 15..f5 is insufficient and that 15..b5 is better.
I don`t find the position all that clear after for instance

1.Nf3 Nf6 2.g3 g6 3.Bg2 Bg7 4.0-0 0-0 5.c4 d6 6.d4 Nbd7 7.Nc3 e5
8.e4 a6 9.h3 ed 10.Nxd4 Re8 11.Re1 Rb8 12. Rb1 Ne5 13.b3 c5
14.Nc2 Nh5 15.Bb2 b5 16. f4 Nd7

This line is recommended for White in ECO, Informator, Chessbase Topdatabase or in Fianchetto Kings Indian Books, concluding with advantage after 15.Ne3!! ( maybe some authors were a little bit lazy, simply copying Marins notes in Informator 66?). I think White should not follow this line, but its given to counter 14...Nh5
Perhaps we should ask Michael Golubev himself?

Nothing much to add, you are right. White should probably deviate on move 15 at the latest. What does Marin say about his 15th move?

The game continued with 15...b5 and White won.I think Black should accept  the challenge with 15... NXc4! 16.Nxc4 Bxc3 17. Re2

In this Position Marin  Eco and other Books only mention 17.. Bd4 leading to advantage for white. However Black can benefit from the fact that the white pieces are totally uncoordinated by 17..b5! 18.Nxd6 ( after other Knightmoves Black is simply a pawn ahead?) now i  first thought Black has an easy win after 18...Bd4 19.Nxe8 Bxf2 but White has the nice response 20.Kf2 Qd1 21.Rd2! trapping the black Queen. But much better is 18...Re6 19.Qc2 Bd4 20.Nxc8 Nxg3! and White seems to be in big trouble?
