I don't think White is just getting a mainline Scheveningen; I think he has some advantage after 7...e6 8. a5.  I do think the early ...Qc7 also looks suboptimal against "English" play; I suspect it's a matter of choosing which flavor of += you prefer.

It's very committal to develop the queen this way so soon.  I would think that White could just continue 7.f3 and look later for a way to take advantage of the queen's early appearance on c7.

Offhand I would think it is dubious.  I would be attracted to 7. a4, 7...b6 8. Nd5 being one idea.  There would also e.g. seem to be a possibility of transposing to some 6. Be2 e5-type stuff where early ...Qc7 is suboptimal.

Tony is correct (of course!). After Black has been comitted to e5 (thus creating a hole on d5), White usually desires the exchange of his dark-squared Bishop (i.e. Be3) for Nf6, thus gaining more control over d5. In some variations White may even waste 1-2 more tempi in playing Be3-Bg5 & Bg5xNf6.

Here is a question from novice Smiley
In variant 1. e4 c5 2. Nf3 d6 3. d4 cxd4 4. Nxd4 Nf6 5. Nc3 a6 6. Be3 e5 7. Nb3 Ng4 why last Black's move are not popular? Whats wrong with it? I didnt found any games with 7...Ng4...
