This is an easy question to answer.

The only advantage to playing 2.Nf3 is that you don't have to play c4 on move 3 - you can play a London, Torre, Colle or something different again. And you avoid the Albin and Chigorin with c4. 

All other differences favour Black, i.e. White is committed to Nf3. Not that this is a bad thing, it just reduces your options.

2. Nf3 allows 2..Nc6. I find this to be quite an aggressive approach for black. If you try 3.c4 then you are going into one of lines of the chigorin that is pretty equal. 2.c4 gives chigorin players a headache.

I never understood why people justify 2.Nf3 by saying something like I avoid the budapest and the albin counter gambits! I play the albin counter because it is complicated, but If white plays calmly in the opening then he can force an equal, sterile position. THe budapest is just not that great.

I would also suggest that 2.Nf3 doesn't do anything.  After 1.d4 d5 2.c4, Black must respond to the attack on d5, in much the same way that classical play after 1.e4 stresses logical play (1.e4 e5 2.Nf3, etc.).  I'm not sure the Albin is something that needs to be avoided at all costs.

We're offtopic.  But there are problems besides not being able to play the Nge2 versions of the Exchange.  With the early Nf3 you also have to be ready to play against the Semi-Tarrasch and the Ragozin/Vienna.  Against the QGA, you don't have the opportunity to play 3.e4. Also 2...Bf5 is a better against 2.Nf3 than it is against 2.c4.
