Yes -  correct, 20 games.  The games list have 21 entries but the first is a text.

To be complete, he covers after 1.e4 d6 2.Nc3 not only 2.. Nf6 3.f4 but also 3.Nge2 in a separate section.

I would say that after 1.e4 d6 2.Nc3 Nf6 3.Bc4 c6 the possible advances ...d5 and ...b5 are pretty annoying for White. If 4.Bb3 then 4...Nd7 5.d4 e5 is a Philidor again, or 5.f4 Nc5.
