d4 does not stop the Petroff, but can lead to other openings. Roman's suggestion of Nc3 is about the only useful suggestion in 'Chess Openings for White'. It is worth playing. Don't worry about those doubled c pawns. They're actually quite useful.

the petroff is a hard nut to crack.  play a system you feel comfortable with.  btw 1. d4 stops the petroff!   Cheesy

There exist also a Deep in Chess article from 2006 and 2007 about this system.
