Yes, 1.e4 c5 2.c3 e6 3.d4 would be the same as 3.c3..

Indeed, 3 d5 surely most logical there.

Still, if after a c3 Sicillian, what ever stopped you playing 3 c3?

3.d5 leads to the Franco-Benoni which is considered better for White. See Michael Ayton's thread for more details.

Short ago I was playing in a tournament and my game went 1.e4 e6 2.d4 c5! and after 3Nf3 cxd4 I was in an open sicilian. What do you do to avoid this line?
