I've met this sequence twice in recent games against IM/FM opposition. In both cases, I used a Closed Sicilian/Sicilian KIA approach with d3 and e4.

Any other ideas? If I'm expecting 2 .. b5 ,then 2 c4 is always possible

I would try to exploit Black's move order with 3.Bg2 Bb7 4.c3!? e6 5.Qb3, which doesn't give White an advantage but does pose some fresh problems for Black to solve at an early stage.

I have actually tried this line with reversed colors (and thus a tempo less) after 1.Nf3 Nf6 2.g3 g6 3.b4 Bg7 4.Bb2 c6 5.Bg2 a5!? 6.a3 ab4 7.ab4 Qb6 which is a bit nasty since white is forced to play 8.c3 (anything else allows Ne4 with some effect). I suspect the same approach is less effective as white since black has not yet played g6 (due to the tempo less!) and will cover the threat against f7 with e7-e6, but it could still be worth looking into. Possibly white could do something more useful than 5.Bg2 in the above sequence, but it is a very natural move....

2...b5 is what I've used against white's move order for years.

It's been considered satisfactory for black for decades now, with white having little better than a KIA set-up. Alternatively he can play d4 at some point, usually transposing to 1. d4 Nf6 2. Nf3 e6 3. g3 b5, also considered equal.
