If you want a defense to 1. d4 you have to, as White has the option of 2. e4. However, if you want something for just 1. e4, you probably just need his first book on the Phillidor.

I think that's the idea, as Barsky just wrote a book on the "Modern Phillidor", reached from the Pirc move order.
