Dunno. It seems to be the reason that the Dragon is not that popular on the highest level.
You asked a basic question, got a basic answer from me. If it's valid to you, how should I decide?

Let's say Black wants to play a Sicilian Dragon structure (i.e. an Open Sicilian with a bishop on g7). The Levenfish attack (with an early f4) is not normally considered a critical line against the Dragon. So in the Pirc after 5...c5 Black plays a Dragon structure while avoiding both the Yugoslav Attack and the Maroczy Bind!

Of course it's not that simple either: Many different pawn structures apart from a "Sicilian" can arise. White should not allow Black to simply exchange on d4, but instead play 6.dxc5, the very sharp 6.Bb5+ Bd7 7.e5, or the Benoni-like 6.Bb5+ Bd7 7.Bxd7+ Nfxd7 8.d5. Only the first of these is likely to lead to a Dragon structure.

All considered, the Austrian Attack is still a dangerous and critical response to the Pirc.

What am I missing here?
