I wonder if the less ambitious 11...Ne8 is any worse. Black wants to play ...Nd6-c4 to create counterplay on the queenside.

Good morning.
This line is quite trendy in the Taimanov English Attack, glad to hear it may originate from Brazil. There are lots of articles (including YB or perhaps Pavlovic's Cutting Edge vol1), so I'll just try to say why it is played in the first place. I think it came by elimination, since Black unexpectedly has problems in all ...Bb4 lines, mainly (with your move order) :
a) 8...Bb4 9.f3 Ne5 (classical main line) 10.Nb3 b5 11.Qe1, where Black's best may be 11...Be7, which could have been played at once ;
b) 8...Bb4 9.f3 0-0 (first proposed by Delchev), and here White has an annoying plan : play g4-g5 to send Black's Knight at e8, then a timely a3 to force Be7, and finally Bf4 to provoke ...d6 and lock in Black's minor pieces. This plan is best illustrated by the sequence 10.g4 b5 11.g5 Ne8 12.Kb1 Bb7 13.a3 Be7 14.Bf4 15.d6, as in a game by Romain Edouard.

in line b) with ...Bb4, Black doesn't play 11...Nh5 because of Ne2-g3. Why Nh5 works better with ...Be7 is a first step to grasp this position.
