It looks like you've found the refutation of the Jugoslav Attack! White has scored two miserable draws in five games! Nah, just kidding. I guess White should head for Nd5, something like 10.Kb1 Bd7 11.Nb3 Qc7 12.Bg5 Be6/Rc8 13.Nd5. As Black is not threatening ...d5 the move Bc4 doesn't make much sense yet.

I played a recent Dragon game (as white) and encountered an approach with Qa5,h5, without castling.  I went for a setup with Bc4,Bb3,Kb1,later Bg5, intending to play through the center with f4,e5,etc. My timing in the central push seemed off and I lost in the tactical melee.

Any opinions on a better plan for white (than the one I used above) after:

1.e4 c5 2.Nf3 d6 3.d4 cxd4 4.Nxd4 Nf6 5.Nc3 g6 6.Be3 Bg7 7.f3 Nc6 8.Qd2 Qa5 9.O-O-O h5 

and also an opinion on the best plan after:

1.e4 c5 2.Nf3 d6 3.d4 cxd4 4.Nxd4 Nf6 5.Nc3 g6 6.Be3 Bg7 7.f3 Nc6 8.Qd2 Qa5 9.O-O-O h5 10.Bc4 Bd7
11.Kb1 Ne5 12.Bb3 Rc8 13.Bg5 Rc5
