Note that this new strategy is quite similar to the mainline of the Meran 1.d4 d5 2.c4 c6 3.Nf3 Nf6 4.Nc3 e6 5.e3 Nbd7 6.Bd3 dxc4 7.Bxc4 b5, which has been made famous by Akiba Rubinstein but already had been played before a couple of times. The question in the Colle version is how useful the extra move Bd3 is. When I looked at it several years ago I was not convinced about the fire thing.
  

The book had the effect good books usually have: it made the stupids more stupid, the intelligent more intelligent and the other thousands of readers remained unchanged.

Note that the new 9. b4 was played by Colle against Euwe in 1924 (and has long been given in ECO as leading to "unclear").
