After 1.e4 e5 2.d4 exd4 3.Nf3 it does indeed recommend 3...Bb4+

Does the book offer a complete repertoire after 1.e4 e5? If yes, what is the recommendation after 2.d4 exd4 3.Nf3? Neither the scotch nor the 3.d4 Nxe4 lines (after 2.Nf3 Nf6) are mentioned in the table of contents, so I guess something like 3...Bb4+ is recommended?

I have the book, and the King's Gambit is covered on pp. 26-35. That seems sufficient to me, especially given the density of Chess Stars books. The Vienna is pp. 18-25, which also seems sufficient given the density.

For non-Petroff lines you are better lookng elsewhere.

For Vienna Game try Everyman's book by Gary Lane. It covers pretty much everthing.

For the Four Knights you could try Everyman's book by Jan Pinski.

For the King's Gambit, the lines Sakeev recommends are covered in far more detail in Gambit's, Play the Open Games as Black, as well as many others!

I am studying Chapter 27 of the book, which is taking me quite a while to finish. I like how Sakaev offers both 16...Be4 and 16...h6 in the Main line.

For all non Petroff gives good, but no frills lines. For example against 1.e4 e5 2Nc3 Nf6 3Bc4 popular in in club chess gives 3...Nxe4 4Qh5 Nd6 etc, which can burn out to quick draw after Qxe5.  Not sure there is much new in the non Petroff recommendations.

I received my copy. The book is very dense and detailed like all Chess Stars books.

Neither have I read Sakaev's book on the Petrov. If it's anything like his book on the Classical Grünfeld it's excellent.
But I think it an exaggeration to buy a book on the Petrov because of the Vienna. I'd say that something like The Complete Vienna by Tseitlin would suit better. If Sisyphus wants to save his money he can ask for recommendations here and investigate for himself doing a search in his database.
I'll give one: 1.e4 Nf6 2.Nc3 e5 3.f4 d5 4.fxe5 Nxe4 5.d3 (5.Nf3 Bc5 6.d4 Bb4) Nxc3 6.bxc3 d4 7.Nf3 Nc6 8.cxd4 Bb4+.

The Vienna shouldn't be a big deal for Black.
  
The book had the effect good books usually have: it made the stupids more stupid, the intelligent more intelligent and the other thousands of readers remained unchanged.

I don't own Sakaev's book, but some books already offer good repertoires against the Vienna: Play e4 e5 by Davies (2005), Chess advantage in Black and White by Kaufman (2004) or Play the Open Games as Black by Emms (2000). They are all more than 5 years old, but theory in this line hasn't changed much.

Keep in mind that by playing 2... e5, you must deal with the Vienna (3.Bc4, 3.g3 and 3.f4), but also with 3. Nf3 which transposes to a four knight game after 3....Nc6. The aforementionned books cover this as well.

Is there somebody who has already read Sakaev's book on the Petroff (Chess Stars)?

How do you rate the chapter on the Vienna? I want to know if it is worthwile to buy the book because I'm searching a continuation in the Alekhine defence after 1.e4 Nf6 2.Nc3 and I'm thinking of 2...e5, transposing to the Vienna.
