Almost certainly yes. It's one of three games which Alekhine gave in footnotes of his Best Games. I am pretty sure at least two of them are fabricated; I also know where Alekhine found inspiration for these two.
The five-queens game was inspired by Treslong-Benima, Winschoten 1896. And that one is historical indeed: Irving Chernev in The Chess Companion refers to Tijdschrift van den Nederlandschen Schaakbond, 1913.
The second fabricated footnote game I remember is Alekhine-Tenner in a KGD with a queensac leading to mate in five. It was inspired by Spielmann-Schlechter, Oostende 1906. Alekhine and Tenner actually did play a game with the KGD, but not in 1907 as claimed by Alekhine, but in 1911. What's more, Tenner always has denied that he played Alekhine in 1907.
Excellent joke by Alekhine if even 100 years later people still are fooled.
  

The book had the effect good books usually have: it made the stupids more stupid, the intelligent more intelligent and the other thousands of readers remained unchanged.

looking at the Norwegian magazine, it mentions "24.Rh6!!" without saying that it isn't actually winning

I was browsing other parts of chesspub forum, when I noticed thread about free PDF magazines..

There are very nice PDF files to download with well commented games. Among them some French defense: in 11_nr2.pdf (n°2 for 2011 year): Alekhine's game page 29 in McCutcheon (one special line where White plays 6.exf6).Previous position before last one is "fantastic":

Look at more recent issues (2012) where there are theorical lines about various openings and among them French.
