after 5.Nbd2 b5 6.a4 Qa5 7.Be2 Nf6 8.O-O Bc8 white can play 9.Ne5 enabling Ndf3, Bf3 or f4, whatever he likes, meanwhile black is lagging heavily in development and threatening nothing

5.Nbd2 was played in this game with Ulibin, a very tough defender/counterattacker as black. See the variation beginning with 13.Bh5.

That may be true. This move attacks the c4 pawn and a later ...b4 will not hit the WN, as opposed to Nc3.

I have been trying to convince myself that is true, but I believe white (a pawn down) does not win automatically.

I was reminded of Andrew Soltis, who has a liking for slightly offbeat lines, playing this ...Be6 in a US Championship decades ago.  (edit:  actually the Soltis case I know of went 1. d4 d5 2. c4 dc 3. Nf3 Nf6 4. e3 Be6 5. Nc3 c6.)

White would like to hit the BB with 5.Ng5 but then ...Qa5+

However after 5.Qc2 b5 there is no Q check and 6.Ng5 Bg5 (or d5 or C8) 7. Nxh7 and 8.Nxf8 are possible.

There is also this, in which white's last was a blunder but I'm not sure resigning was necessary:

Watson's Strategic Chess Opening for White says
5.Qc2 b5 6.b3 cxb3 7.axb3 "gives white obvious compensation in terms of centre, c-file pressure, and and free and rapid development; white is for choice."

But black plays 7...Nf6, ...g6, ...Bg7, ...O-O and white has to prove compensation for the pawn.

When I teach beginners I tell them they can play 2..dxc4 but they should not try to hold on to the pawn. And the Be6 looks suspicious. Nevertheless it may be difficult for white to demonstrate a significant advantage here.
