What's the correct way for black to play to achieve equality?

I don't see the problem, after 1. d4 Nf6 2. c4 e6 3. Nc3 Bb4 4. e3 b6 5. Bd3 Bb7 6. Nf3 Ne4 7. Qc2 f5 8.O-O Nxc3 9. bxc3 Bxf3 10. gxf3 Bd6 11. e4 Qh4 12. e5 Be7 Black is totally fine, playing moves like g5, Rg8-g6-h6, Nc6, O-O-O (or Kf7). You may think the knight is shaky on c6 (after White protects e5) but when White plays d5 it can go to c5 (via a5-b7).
You may still prefer to play something else, I think 6...O-O 7.O-O c5 is fine, after the main move 8.Na4 I like 8...cxd4 9.exd4 Bd6!?

If equality is the goal, maybe starting with 4. ...0-0 would be a good idea.
