I couldn't find a game a Georgiev-Tiviakov game, but I did find Guseinov-Tiviakov, Nakhchivan Op, 2015, which Guseinov won in 32 moves. That could be the game he means.

Thanks for responding to my query so quickly Smyslov_Fan, and indeed Tiviakov also cites the game that you gave as an alternative reason this line is unplayable for Black.
However his game with Kiril Georgiev according to him continued: 1.e4 d5 2.exd5 Qxd5 3.Nc3 Qd6 4.d4 Nf6 5.Nf3 c6 6.Ne5 Nbd7 7.Nc4 Qc7 8.Qf3 Nb6 9.Bf4 Qd7 10.Nxb6 axb6 11.0-0-0 e6 12.Bc4! and concludes that this line poses serious problems for Black.
Intriguing stuff indeed, especially as you say and I concur, the popularity of the Scandi with 3...Qd6 seems to be on the rise suddenly, with two recent Repertoire books having come out endorsing the Line:
- Understanding the Scandinavian by Sergey Kasparov.
- The Safest Scandinavian by Vassilios Kotronias.
So who is right, Tiviakov, Kotronias or Kasparov,S? and where is this mysterious Georgiev,K - Tiviakov, S game to be found?
Keeping my fingers crossed that someone solves this one.
