As I just looked it up in a Dutch booklet by Dutch IM Paul Boersma with a few pages on the GPA  I'm very sure that this approach in the ...d6 variation was already known in the 1970's. Delaying ...d6 is relatively new.

Hi.

Tony Rotella covers this line, with 6...exf5, in "the killer Sicilian" (Everyman Chess, 2014). See page 411.

I'm pretty sure I saw Andrew Martin recommend this exact approach of delaying ...0-0 in favour of ...h6 in a video some years ago. There it was a different move order (with ...d6/...g6/...Bg7) though. We can also add that the engines prefer Black's position and that 7.exf5 Nf6 is not so pleasant either.

The only high-level example is Andreikin-Gelfand, but that was just a blitz game (where Black took on d5 too early), so I think the following game is more instructive:

The game Graham - Palliser in round 4 of the 2016 British Championship featured a newish idea in the Grand Prix Attack where Black accepts a sacrifice in a line previously thought favourable to White. It used to be believed that 6. .. exf5 was dubious for Black.
