'The Most Flexible Sicilian' is a book from the same publisher (and by one of the same authors) that deals exclusively with the Taimanov and Kan variations, so I'd assume that the new book will only cover those lines. But I agree with you, the title doesn't really make anything clear.

I presume it's just against Taimanov/Kan.  Reminds me of the book on the English Attack against the Taimanov. 

I sometimes wonder how specialized an opening book can be.  How about, say, a 300-pager on "Belittling the Breyer."  Just spitballing here.

or they mean a book only against Taimanov/Kan complex (I doubt but the title is a little strange)?
