e3 QID - Move order trouble (June 18 update)

In the June 2018 update "A System for White", GM John Emms investigates a plan involving taking on d5, followed by b3 and Ba3 to trade the dark-squared bishops.

While this plan looks interesting, I have found some issues with reaching that position -- it seems Black can avoid it against all possible move orders.

Move Order 1:

6.cxd5 exd5 7. 0-0 Bd6 8.b3 Qe7! (stopping Ba3). The queen is quite well-placed on e7 after the early exchange on d5, it support ..Ne4 etc.

Move Order 2:

6.cxd5 exd5 7.b3 Bb4+!

A really annoying check.

Move Order 3:

6.0.0 dxc4! 7.Bxc4 a6

Play now resembles a QGA, where White is down a tempo, but Black committed to ..b6 instead of ..b5. It seems like Black scores really well here and I can't find a setup for White that I like. Any ideas?

Move Order 4:

6.b3

Now Black has two options to avoid the b3+Ba3 plan.

3a) 6.-Bb4+ 7.Nbd2 0-0 8.0-0 Nbd7 9.Bb2

White will get a3 for free (kicking the bishop, but normally the N belongs on c3 in this structure).

3b) 6.-c5 where 7.cxd5 Nxd5! looks OK for Black.
