I was not sure where put this, but we all know about the usual chess publishing houses like Quality Chess, Chess Stars, Everyman, New in Chess, which are all private enterprises. But is there any government chess publishing house ¿

For example in USSR, you could tell government about your book and they would publish it under public domain, instead of publishing with private publishing house. If you wanted to do this today instead of having your book published under national government's publishing house ¿

I was thinking maybe China might have similar publishing like USSR, but I really unfamiliar with their book publishing laws there.
