The line is 2.Nc3 e6 3.Nf3 is covered (via 2.Nf3 e6 3.Nc3) in "A Startling Chess Opening Repertoire" by Baker & Burgess, but the follow-up is 3...Nc6 4.Bb5 and 3...a6 4.g3 with d2-d4 played later if appropriate.

In "Dismantling the Sicilian" by De La Villa & Illingworth the repertoire is based on 2.Nf3 e6 3.d4 cxd4 4.Nxd4 followed by Nc3 whenever possible so this can easily be used via the move order 2.Nc3 e6 3.Nf3.

Attacking the flexible by GM Kotronias and IM Semkov covers most of this. The exception is 3...a6 because they recommend 2.Nf3 e6 3.d4 cxd4 4.Nxd4 a6 5.c4.

Thank you! Sadly, looking at the book's mainlines, the GPA is way too "loose" of an opening for my tastes. I will give the Keep it Simple e4 Sicilian repertoire a try. (It gives c3 vs the e6 Sicilian and Bb5 against the others)

Edit: By loose I mean why play f4 without targetting anything and without making your king safe first? Seems totally unnecessary and unprovoked.

I agree after 1.e4 c5 2.Nc3 e6, most attractive is 3.Nf3, or possibly 3.Nge2. But you are unlikely to find 3.Nf3 recommended alongside the others. Jones (2008) Starting Out: Sicilian Grand Prix Attack covers your first two, and then 1.e4 c5 2.Nc3 e6 3.f4. You should also consider what to play against 2...a6. Jones is consistent with 3.f4.
