Setting up simulated thinking time for an engine?

If I'm using an engine to spar against at something like a classical or rapid time control, how can I set things up so that the computer takes time to "think" before playing its move beyond the near instantaneous actual thinking time?  I'm assuming the computer is out of its opening book.

Ideally this time is not just a fixed interval but has some variability to it to help simulate a human opponent.

Is there a free UCI chess GUI that supports this?
