I believe there are different reasons. 
1) First of all, Black is objectively fine
2) London players don't like grabbing the pawn Smiley Most players only want to build their triangle with e3-d4-c3 and be happy
3) The typical reason: If play c3 in the d4/d5 structures, you will be a tempo down if you ever want to play c4.

It might be worth trying against a certain type of black player, but objectively it's too tame. Forcing black to make good moves is not a recommended white opening strategy. Suppose 1.d4 d5 2.c3 Nf6 3.Bf4 Nh5 4.Bd2 Nf6 and what should white play now?

Why isn't the move order 1.d4 d5 2.c3 c5 3.dxc5 used in the london system? This would seem to discourage an early c5 and force black to start with something like Nf6.
