	I believe there are different reasons. 1) First of all, Black is objectively fine 2) London players don't like grabbing the pawn Most players only want to build their triangle with e3-d4-c3 and be happy 3) The typical reason: If play c3 in the d4/d5 structures, you will be a tempo down if you ever want to play c4.

	It might be worth trying against a certain type of black player, but objectively it's too tame. Forcing black to make good moves is not a recommended white opening strategy. Suppose 1.d4 d5 2.c3 Nf6 3.Bf4 Nh5 4.Bd2 Nf6 and what should white play now? 2...c5 is not 100 percent clear, either. True, 1.d4 d5 2.c3 c5 3.dxc5 e6 4.b4 a5 5.a3 b6 6.cxb6 axb4 7.cxb4 Bxb4+ 8.axb4 Rxa1 9.Bb2 is probably advantageous for white, but the engine suggests 6...Qxb6 is about equal.

	Why isn't the move order 1.d4 d5 2.c3 c5 3.dxc5 used in the london system? This would seem to discourage an early c5 and force black to start with something like Nf6.
