Usually you'd make a thread sticky when it is about something very important so it has to be the top thread, so users immediately see it. You make it locked if it is just a statement which doesnt warrant discussion. Usually forum rules are stickied and locked for exactly this reason.
  
If nothing else works, a total pig-headed unwillingness to look facts in the face will see us through.

I would think that it could become "locked" (I'm supposing that means no more posts allowed in that thread) if it were deemed (by a moderator) that the comments being made were unproductive, irrelevant, vituperative etc.

If that was the case (and maybe it is), then why would it ever become "locked"?  Wouldn't that be self-defeating, since after all, its of lasting and general interest.  Why lock it then?

I think a "sticky" topic is one considered to be of lasting and general interest, such as having to do with board policy.

Could be a topic that "sticks" around forever and ever with repetitive postings that rehash the same old ground.  Until finally, someone gets sick of that foolishness and "locks" it.  Then we have the "locked sticky topic" icon.

Or, it could be one of your favorites:  a topic that somebody finds unpleasant or controversial.  As in "Sir Rodney committed an egregious faux pas and found himself in a bit of a sticky wicket, poor chap."

I've noticed in the legend describing topics that a red flag shows a popular one, a yellow as not quite as popular, and then there's a "sticky topic" icon.  What does that mean?
