3.c4  is considered the stronger and now the only way to avoid the Tarrasch is: 3... e6 4.cd5 cd4!?
The ICCF world champion Penrose 've played this line but it was long time ago!

Now the mystery as to why one would opt for those other variations remains...

Doesn't a Queen's Gambit Accepted Reversed (3. dc) promise White something?
