IMO, the other options (Tournaments and Improvement) seem well enough covered within the "General Chess" section.
I don't think tournaments are covered all that well in "General Chess". If you look at the 40 most recent threads in "General Chess", only 2 of them are about tournaments. Interestingly, both of them were started by me

.
I think having a new section specifically for "Tournaments" would mean more discussion in the forum about recent games and results. Perhaps a "Tournaments" section could be expanded to include game analysis & discussion?
I agree that there are already a number of threads on improvement in the General Chess forum. However, to me that is more a reason to have a new section titled "Improvement" rather than a reason not to. If a number of members want to discuss how to improve in chess, then why not create a new section specifically for that purpose?
I agree with you that ChessPub doesn't need to have a new section. However, I don't see any reason not to, and it would make it easier to locate posts on the topics of books, improvement or tournaments. Besides, with over 1400 members now, I think the Forum would benefit if the number of sections was increased (there are 400+ threads in the "General Chess" section already).
