Personally right now I play 1...c5 and follow Palliser in his, what is it, Beating Unusual Chess Openings?  An excellent book not only for its thorough treatment of the English.

I don't agree particularly that 1...e5 is to be recommended only to 1.e4 players, though I can see what underlies that idea.  1...e5 is an excellent move, possibly the best move on the board.  The only reason I'm playing 1...c5 right now is to expand my chess horizons.  If you want to play in a classical vein, I would say 1...e5 is the move.  If you want to play in a more modern vein, play 1...c5. 

But it should be one or the other if you want to punish 1.c4 and not just switch into your pet system.

perhaps you mean Bb4-c5 ? Bc5 at once runs into Nxe5, so it's a famous trick to start with Bb4, then d6 and only then Bc5.

It isn't realistically possible to transpose to a QGA after 1.c4, but after 1.Nf3 you can play 1...d5 when 2.c4 dc4 is similar to a QGA but where White has avoided d4. 

After 1.c4 e6 or 1...Nf6 Black has to learn a completely new defence, so I would recommend 1...e5 if you play 1.e4 as White, and 1...c5 if you don't. I have tried all four moves, and I found the Symmetrical to be my favoured answer to the English. I play 1.e4 as White but found that I didn't like the reversed Open Sicilian or Rossolimo positions that resulted from 1...e5 as Black.
