Yes, there is.
I suppose one question is "how do people use PGN files?" That would determine how many (or few) people are affected.
I enter PGN files in Chess Opening Wizard. It places the header information in the final position of the game. Comments appear in a window next to the chess board position.
There is probably no problem for people who use ChessBase. I don't know about other programs.
I have a solution that works for me. I open the PGN file with my word processor. I do a "search and replace all" changing { to {CP: This works because comments are preceded by {. This modifies the comment to display "CP: comment."
Every comment is preceded by a source: CP, MC (Modern Chess), CI (Chess Informant), or EO (Encyclopedia of the Openings). It helps me to keep track of who said what.
If anyone on your staff uses Chess Opening Wizard, they should be able to show you what I'm talking about. Otherwise, please disregard.
