In this line I would suggest 8 Ne5!? followed shortly by e4. This plan is outlined by Kindermann (in the reversed form) in his Leningrad System book. A key tactic for White is e4 dxe4, then White does not have to play dxe4 immediately, but can instead play Nc3 since the e-pawn (was d-pawn) is pinned. This can create more tension.
Back to the line given, while 8 h3 and 9 g4 appear common, I believe they are contrary to the idea of Qe1, re White wants to (and should) play for e4, otherwise why play Qe1 ?

For the first idea-- 8.Qe2 really is not an improvement exactly. In my opinion, it is another try. --

Qe2 Bf5 leads to the same thing and maybe even better for Black since his grip on e4 is stronger after Bxf5. 9.Bxf5 is what Michael Aigner (fpawn played vs me) and I had an easy game. I dont mention that because that game is of theorical importance but I do say it to help show Black is comfortable here even for patzers. (hehehe)
Now for the other point,

This move will be very familiar to those who play the dutch and are very familiar with the motifs and ideas and plans. White wants to bring the Queen to aid the Kingside operations. Notice that White is still playing h3 and g4. the diagonal from e1 to h4 is a commonly used diagonal for the Q in the Dutch.
