not an expert on 3... Qd6 (mostly use it for casual blitz), but have encountered 5. Nge2!? before. It is very dangerous against 5...a6. in the line you give, i think no good paths are available for Black if he wants to play in typical ...b5, ...Bb7 style .

Black should just switch plans with 5... Bf5 and head for a 'normal' scandi position where the Ne2 lines are not considered critical, at least not with the White bishop stuck on f1.  Then the most aggresive plans for White will involve queensde castling, but 6. Be3 e6 7. Qd2 Nc6! and Nb4 is already in the air, i think Black develops too fast here. 

One of the wonders of 3.. Qd6 is its flexibility.
