2.Ne2 can transpose to 2.f4 exf4 3.Nh3 or more exactly lines with an early Nxf4 e.g line D) 3...Nf6 4.Nxf4 etc in this article at my site: http://hem.passagen.se/tjmisha/akgsurprise.htm

Jeroen Bosch deals about 7 pages on it in his Secrets of Chess Surprises, volume 4. He gives a nice coverage
The soundness of the Alapin-opening depends on your playing strength. In my opinion you can play the Alapin under 2000-ELO regularly. Above the 2000-barrier you can use it as a surprise-weapon if you need a draw.

Cool Alapin left us a few funny and eccentric ideas in the opening .
I gave this one a try and noticed the main variation encountered were 2)...Bc5 and 2) Nf6 3)f4 Ne4 or ef4.
Since it's not the sharpest opening for White  Grin , I have some difficulties to find books even games collections about these lines .
Your help will be much appreciated .
Have fun playing 2) Ne2 !
