About the wing gambit 2.Nf3 d5 3.e5 c5 4.b4 Black can decline it with 4..c4! (a safe decision with not very long work to do before the game) and maybe Black will win another pawn later. 

After accepting the pawn, Black must use high speed to exchange light bishops (the good piece for White)

Concerning the first line (2.Nf3 d5 3.Nc3) I think that black should play 3...Nf6. After 4.e5 Nfd7 5.d4 c5 a "normal" french position from another line appears. That line is quite harmless for black.
For the second line (2.Nf3 d5 3.e5 c5 4.b4) IMHO 4...cxb4 5.a3 (5.d4 is bad due to 5...Bd7 6.a3 Qa5(!?)) 5...d4!? is a good idea, because it desturbs white's ideas of building a center. If you do not like 4...cxb4 4...c4 may be worth looking at, things are not at all easy - for white. If I remember that line correctly, there are some nice games of Moskalenko with black.

I wonder why White played 5. c3 in the game provided by TopNotch. Much more thematic is 5. Ktg3 intending Bc4 or Bb5, with chances for an edge.
