Anatoly Lein has a really low rating as well if I remember correctly.
For a GM to be in the 2300s (Lein is 2328 FIDE, 2359 USCF) when he is in his late 70s doesn't seem out of the ordinary. In his late sixties he was 2450 FIDE. Bisguier should be a somewhat better candidate.
