@Dink - is an Elo rated tournament an official FIDE tournament? If so, it affects most of us, sooner or later. And even if these tms are not included now, they could always be added later by a change in the conditions for calculating Elo ratings.


In my interpretation it is for official fide tournaments. It won't stop immigration as most of those players will probably immigrate for non chess reasons (and face it, in those countries you should be a rather strong GM to qualify for instance the olympiad team). And after two years they can represent their new home country (or not, as stigma pointed out, foreign titleholders should be quite popular). 

Does it happen often? Perhaps not. I don't know but it does seem preferable to have some arrangement in place. 

The FIDE isn't perhaps the best run organisation (understatement!) but I tend to judge decissions on their own.

Call me stupid but this seems a good arragement. 2 years of residence seems quite fair . This should deter some of the more creative federation shoppers. Not a bad thing in my opinion

But this (seemingly) only applies to official FIDE compos...so for 99.9% of the (tournament) chess-playing population, it's a non-event.

It seems like fide will leak the new approved proposals one at a time.

Yesterday, this one came out:

I wonder how they define an Official FIDE Competition - is it only tournaments arranged by FIDE or would it include anything connected to fide like ELO-rated tms?

3. Entries and Eligibility for Participation in Official FIDE Competitions

3.1 The rules in this section on entries for participation in official FIDE competitions and the eligibility of
players to represent a Federation shall apply to all official FIDE competitions at world level, including all
Continental events that are qualifying competitions for World events.

3.2 Entries
3.2.1 All entries for participation in official FIDE individual and team competitions shall be made by the
respective Federations only.

3.2.2 Players with personal right of entry (such as FIDE rating or qualification from another event) or
nominees (such as by the President or Organiser) may, in the absence of an entry by the Federation, enter

But I don't see any info on exactly which proposals went thru - anybody here who knows?

Anyway, "On the agenda, there were more than 90 items," which makes me suspect that anything could have gone thru at the end of the day...

there are plenty of stupidity left...

Wow, that will really encourage people to play and/or arrange tournaments...  Grin

And in proposal 10, they want compensation and transfer fees between federations for players changing country. 50 000 euro for a 2700 GM and 1000 euro for a non titled player...

This year, IM Jovanka Houska was allowed to play in the Norwegian champs, since she is married to a Norwegian and lives with him in Norway. By definition, that probably means the Norwegian champs was an international event. Thus, if these rules had been in place at that point,

1) Out of the 500+ participants, everyone arriving too late would have to pay 500 euros? And that's probably per round they arrive late? Sounds like the Norwegian chess community risks ending up in their own financial crisis.

2) All 500+ participants would have to get permission from the Norwegian chess federation in order to play? Sounds like someone has just been given a lot of overtime work for a process that won't exclude anyone.
