I play 1. b3 Nf6 2. Bb2 g6 and don't mind them surrendering the B pair to damage my pawns. Objectively I think it's unclear, but to play it as black he needs to be energetic in the middlegame as the endgame prospects (similar to the Exchange Ruy) favor white.

Same for 1. b4.
  
2288 USCF, 2186 FIDE.

FIDE based on just 27 games.

Well, one can certainly play in KID fashion against either of those.  Against 1. b3 I always liked 1...e5 2. Bb2 d6 (with the idea of ...Nf6 and ...g6), influenced by some games like Ljubojevic-Stein and Ljubojevic-Kavalek.

It is said that that the KID it's an universal opening system that fits well with any first white move excep 1.e4. However I'm lately having dificulties meeting  both 1.b3 and 1.b4. How could a KID player fight this two annoying openings?
