Really the "best" way to beat 3...Bb4 ...

a) 6...c5 7.Be2 Nc6 8.fxe4 cxd4 9.Nf3 dxc3 10.Bd3 and White did not beat the Winawer either in Hector-Brinck Claussen, Copenhagen 1997. Black can improve with Qb6 11.Qe2 Nf6 12.Be3 Qc7 13.0-0 Bd7. The WRG lost in Ceteras-Fuhr, ICCF em 2002 after 7...Nf6 8.fxe4 Nxe4 9.Qd3 Qa5 10.Bb2 f5 as Black had both the pawn and the compensation thanks to that brilliant bishop on b2.

b)7.fxe4!? Qh4+ 8.Ke2!? was very interesting for Black indeed, who won three games in my database and drew one. 8...Qxe4+ 9.Kf2 Nf6 10.Bd3 Qd5 11.Nf3 0-0 looks pretty convincing.

c)7.Bb2!? it is also interesting to place the bishop on a square where it is blocked by two pawns and blocks an halfopen file for a rook. But I have to admit, after lines like Nc6 8.dxc5 Qxd1+ 9.Rxd1 Nf6 10.Bb5 Bd7 and 8...Nf6 9.Qxd8+ Kxd8 10.0-0-0+ Kc7 11.Bb5 e5 White has good prospects to equalize thanks to the opposite coloured bishops. With 8...Qe7 9.Qd6 Nf6 10.Rd1 Bd7 Black can play for more.

d)7.Bb5+!? 
d1)7...Kf8?! as White I drew once after this move against a stronger opponent (Rb1 and Nf6 might have been included, I don't remember).
d2)7...Nc6 8.Rb1 Nf6 9.Qe2 cxd4 10.fxe4 0-0 11.Nf3 Qa5 12.0-0 Qxc3 13.e5 or 13.Bd2 with unclear complications. 
d3)7...Nd7 and why should the Knight be better here than on c6 ?
d4)7...Bd7 (logical and best)
d41)8.a4 Qa5! 9.Ra3 Nf6 10.fxe4 cxd4 Regnet-Boenisch, Pirmasens,1992. Black was already better.
d42)8.Rb1 Nf6 see above, Flude-Everett,2000.
d43)8.Bxd7 only helps Black to develop.
d44)8.Qe2 8.Qe2 Qa5! 9.Rb1 Qxc3+ 10.Bd2 Qxc2 11.Rc1 Qb2 12.Rxc5 Nc6 13.fxe4 Qxd4 -+Sveinsson-Viola,2000. Or 9.Bxd7+ Nxd7 10.Bd2 exf3 11.Nxf3 Ngf6 and without the King's Bishop White can't develop an attack.

e)7.Rb1 Nf6 see above, Flude-Everett,2000 and Sveinsson-Viola,2000.

If you're ready with 6...c5, then there are 6...Nd7 and 6...b6 to consider.
To top White's problems off, Black probably can even accept: 6...exf3 7.Nxf3 Nf6 8.Bd3 b6 9.0-0 Bb7 10.Qe1 Nbd7 11.Bg5 h6 12.Qh4 Qe7 followed by castling queenside. Though personally I would never risk something like this as Black. Rather victorious than courageous.

A slightly better version for White is 6.Be3, which I have tried twice in corr. games, gaining 1½ point.

I think a lot of White replies were inaccurate. For instance, after 6...Nf6? 7 fxe4! Nxe4 8 Qg4 Nf6 9 Qg3! White has a good attacking position.

6...e5 7 Bc4 Qe7 8 dxe5 Qxe5 9 Qd4 Nc6 10 Qxe4 Qxe4+ 11 fxe4 Nf6 12 Ne2 Ne5 13 Bd3 c5 14 Bf4 Ng6 15 Bg5 Nd7 16 00 00 17 Nf4 Nf4 18 Bf4 Re8 19 Rad1 a6 20 Bd6 b6? 21 Bc4! 1-0, Leisebein-Reichert, correspondence 1992.

John Watson's review of "Four Gambits to Beat the French" gives some pointers, including 6...e5 and 6...Nd7 as well (though I don't agree with him that the WRG is the best of the four gambits, in my opinion the Milner-Barry, though still unsound, gives slightly better practical chances than the WRG).

I may have mentioned this earlier, but after 4.a3 Bxc3+ 5.bxc3 dxe4, 6.Qg4 here is both sound and slightly offbeat.

All of them, Winckelman used to organize many thematic corr. tournaments. The answer is no.
There used to be a website on this gambit, which I typically can't refind, with the games of these tournaments in a downloadable database. Some of the games were annotated by Winckelman. He had to turn to obscure moves like 7.Bb2, 7.Qd2 and 7.Qe2 to keep his idea alive.
I had that db on my computer, but lost it. Fortunately I still have a few notes.
