the command to do what you are asking is the same on both fics and icc for all software. It is a server command.
The command is smoves handle #
So say a game between Carlsen and Kramnik is stored in the Tata Journal Slot A then you would type
smoves Tata A
It will list the entire game with timestamps for each move.
However, since these are relays, I'm not entirely sure that these times will always be 100% accurate but they should be in the ballpark. It depends why you want the information I suppose on whether this should be good enough for you.

I already have the timestamps, I want the software to use the timestamps to replay the game by itself. You know the autoplay feature on a lot of chess software where you can watch a game that was played previously being replayed? I want that, except for it to replay the moves at the right times.
On playchess I can only find an autoplay feature that makes the autoplay go faster or slower, with the moves still taking the exact same amount of time (unlike if you were watching the game live).
Let's say you're recording a tennis match to watch later. Every point doesn't take the exact same amount of time, some points take a long time and others a short time. You don't want the playback software to fast forward through the long points and slow down during the short ones to make them all take the exact same amount of time. You want them to play it in real-time, as if you were watching the match as it were taking place. But having the exact same time is what the autoplay feature on chess software usually does and I can't find a way to make it autoplay in real time.
ficsgames.com is the only place I can find that actually plays them in "real time".
