At one stage FIDE decided to subtract 100 points off the ratings of all Myanmar players. The Myanmar GMs all retained their titles, as far as I know.

All of the Myanmar GMs then became inactive, or continued to play in overseas tournaments, eventually achieving a rating that was similar to their playing strength.

Then there's the story of how Claude Bloodgood became the second highest-rated player in America.  Grin

Do you know how many of them actually recieved the GM title during the rating manipulation scheme? FIDE lists only 1 GM and 4 IMs from Myanmar, all with the same revealing kind of rating graphs; steep declines both in 2000 and 2008. They were all around 2600 in year 2000, but I'm not sure anyone besides Zaw Win Lay actually got the GM title back then. They mostly played among themselves in rigged tournaments, and you need to face other GMs and IMs to score norms.

In another famous case, Romanian Alexandru Crisan is still rated 2588 with a GM title according to FIDE! This despite a 2001 decision to strip him of his rating, GM title and IM title for manipulating tournament results. What's happened here, was the decision revoked?

I vaguely recall that the Myanmar players would have their ratings removed if they didn't play overseas, but I could be misremembering this. I think I meant Myanmar >2500s rather than Myanmar GMs since as you mention, the players would not have been able to get GM norms from playing each other.

I'm quite familiar with the Crisan case. He was considered guilty of tournament manipulation by the FIDE Board, but none of the action recommended in the official hearing was undertaken by FIDE. I know that Crisan was imprisoned for a different offence, but I don't know if he has been released yet or not.

I do think computer analysis has a place in these proceedings. But it should be used, as it was here, as corroborating evidence. The main reason the players were convicted was eyewitness accounts including those of one of the participants in the fraud coupled with the records of the text messages.

It's especially bothersome that these players may have cheated in other events.

I agree the players should be stripped of their chess titles.

I feel sorry for David Howell, who has been cheated like this in important games at least twice now! Sad

Surely, if the cheating accusation holds in all committees and courts, the results of all affected games should be changed both for ratings and standings purposes? Anything else would be ridiculous.

Edit: When no title norms are involved an option could be to simply not rate the games of a cheating player, that way his opponents will get neither an unfair gain or an unfair loss of rating points. In effect, treat the games as default (no-show) losses for the cheater.

Are there any rules in place for this situation?

Stripping them of their GM titles sounds like the obvious penalty for cheating grandmasters - but that can only be done by FIDE I suppose.

As far as I know FIDE have never stripped a player of their GM title, not even in cases where cheating or rating manipulation was proven beyond reasonable doubt. So I highly doubt that FIDE will do this.

The closest FIDE have ever come to this is removing Kasparov's and Short's ratings in 1993, at the time of the PCA, but that was for purely political reasons and was quickly rectified.

There was something with +2600s from Myanmar i.e Burma - don't really remember with them though. Anyway, nowadays players frequently disappear from the Elolist as penalty for their federation not having paid FIDE.

So I wouldn't be surprised if FIDE decides to retract their titles, partly for unsportsmanlike conduct and partly to scare others away from trying similar ideas.

Just want to diverge slightly off topic, how do chess players cope with other activities such as watching a long film like Casablanca or Titanic down at the cinema, taking 3 hour university exams, endurance running, playing footy or even a snooker player who remains sitting down whilst the other player pots 900 points without the need to answer the phone or going to the loo every 15 minutes? Surely, there has to be some sort of regulation enforcing the players to remain at the chess playing table?

But I was dismayed to see that the analysis of games was being used as evidence.

No, it wasn't really.
I must agree that it is very unsafe to use this as evidence, although I remember being amazed at the Howell-Feller game when I was watching it live. In his statement Vachier-Lagrave said that although he was impressed by this game he thought it was conceivable that a top GM (such as he) could find such moves.
Out of curiosity I just analyzed my game from yesterday using Firebird and was surprised to see that my last 25 moves (with one exception) were all the machine's first choice. Of course the game is nowhere near the same standard, but even so.

That's a possibility. But I was more concerned about what should happen to their opponents' lost points, rating points and (possibly) prize money?

Sounds like another job for FIDE... Correcting rating points lost for those who lost against the cheaters shouldn't be too hard to fix - but what about those (if there are any?) who beat (or drew) the cheaters and perhaps won prize money, title norms andor rating points thanks to that?

There will probably always be someone who loses something no matter how you deal with it afterwards...
